Every year, somewhere in the world a complex system development fails or overshoots schedules and costs, sometimes with massive budget waste. This is true of air traffic control, but also of military command and control systems and similar endeavours. Often enough, user rejection is one of the symptoms of failure. Two phenomena are at work there: on the one hand complex systems are, unsurprisingly, complex to design, develop and deploy; on the other hand, user-centred design know-how is not as widespread as it should be.
